SECTION C: COMPREHENSION. (10 marks) 

Read the passage below and answer the questions that follow.
Citizenship is a sacred honour, a plague we carry proudly on our chest, and a burden pressing hard on our backs. A citizen is a member of a country. It is a relationship between an individual and a state in which that individual awes allegiance and in turn is entitled to its protection. 
Fortunately, being a citizen does not stop at the exchange of rights and duties; it requires a lot of behaviour and responsible acts.  All the members of our community have to co-operate, from the youngest to the oldest. As citizens and students most especially, all we have to do is follow the steps below:
Start with your own home, clean it regularly and take care of your surroundings, do not overuse water and electricity, respect your neighbours and help them in case of difficult situations. Being polite towards one another is also a key fundamental principle of living together. 
Apart from the school and neighbourhood, citizens must have republican attitudes; they must respect laws and regulations of the republic, they must respect national emblems etc. This is fundamentally different from the classic conception of human rights, whereby citizens were only entitled to rights, and void of duties. This capitalistic point of view could instaure social unrest and revolutions since the state had to refrain from carrying actions purposefully to restrict the implementation of rights. But nowadays, things have evolved: the state has an active role in the recognition and protection of human rights. This is why, administrative authorities hardly authorize a manifestation which can put public order at stake. This means that rights must be implemented in respect of the laws governing each society.
