SECTION C: READING COMPREHENSION
Read the text carefully and answer the questions below it.

It is well known that each and every human being has freedoms without which he or she has no concrete existence. This requires for the state, not only to recognize rights, but also to protect them by the use of laws and law enforcement services like administrative authorities, the police etc. 
The rights we have today have gone through many processes. At the beginning, humans were to exercise their rights without the intervention of public authorities, who had to refrain from any action that may compromise the implementation of such rights. We may cite the case of right to property, freedom of speech etc… At this point, we talked of the first generation human rights. Being unable to implement these rights themselves, humans had to seek the intervention of the state to protect them. Then, those of the second generation were born. They consisted for humans to stand for their rights, but with the help of the government which protects them safely, and provide sanctions where necessary. For instance, citizens have freedom of association. But this can only be done after a prior authorization of the competent authorities. In addition, they should exercise their rights in conformity with laws and regulations, and public order.
Later on, modern world imperatives made it difficult for humans to have such a relationship with the state. Hence, both the state and the population have the duty to work hand in hand so as to implement and promote some rights. For example, citizens should help the state create more jobs, since the latter is incapable of doing so all alone. Furthermore, both have to protect the environment in order to promote sustainable development for all. These are called third generation human rights, or solidarity human rights.
